Well, for the sake of balancing, CCP might want to look into the rats as well. Deffinately not make them as tough or with the same increase in hp as the player ships but some sort of balancing is probably needed.

Thats why i say, remove the ability to scan and track them down all together. You can see them if you are in the same grid, but you can't see them on scanner as they are too small to be picked up by the scanner. (a bit of imagination here )
